[locale] Correct timezone 5.0 / 5.5

Timezones 5.0 and 5.5 have considerable overlap; clear up most
of it. Since a pixel is about 55x55km on the ground, and the
translation of latitude and longitude is sketchy at best,
accuracy on this timezone map is not very good.
