[libcalamares] Add verbosity to CommandLine

This is the data structure that stores a single
command for execution by the shell. There is no
back-end implementation for verbosity yet.

Implicit int -> bool had a comment, which suggests it should just
be deleted from the overload set to avoid possible confusion.

There's no reason not to write out the two data fields,
and we do not use anything else that std::pair offers.

The destructor was just the default one, but declaring it

[libcalamares] Add an expand() to command lines and lists
...
- While this is primarily convenient for testing (e.g. checking
that a command is expanded the way we expect), it simplifies
some of the code because it's now clear that run() uses an
expanded copy of the command-list to do the actual work.

REUSE: Giant boilerplate cleanup
...
- point to main Calamares site in the 'part of' headers instead
of to github (this is the "this file is part of Calamares"
opening line for most files).
- remove boilerplate from all source files, CMake modules and completions,
this is the 3-paragraph summary of the GPL-3.0-or-later, which has
a meaning entirely covered by the SPDX tag.

i18n: drop superfluous QObject* parent
...
These additional pointers were introduced for translations,
and needed their own tricks to get lupdate to recognize the
strings. Using QCoreApplication::translate() removes the
need to a QObject to provide context. Drop the now-unneeded
parameters.

- Introduce enum for the appropriate constant
- If the timeout isn't set, then defer to the timeout set
on the commandlist when running the commands.

- Replace plain StringList with a list of <String, timeout> pairs,
and run that instead. All code paths still use the default 10sec
timeout and there's no way to change that.

[libcalamares] Move CommandList into libcalamares

- Move CommandList so it can be used from more modules than
just ShellProcess
- Allow a CommandList to run itself. This centralizes
code for executing one or more commands and simplifies
the ShellProcess module.
Various small cleanups:
- mention instance id in log message
- code formatting / style
