GVC added additional checks that break where we were using a NULL value instead
of a GvcMixerControl. Solution is to pass this object where appropriate.

The current code does not differenciate between input and
output, and thus it shows the same icon for muting outputs
and inputs. As per design suggesion [1], the input row
should use the "microphone-sensitivity-muted-symbolic" icon.
In order to achieve that, move the CcLevelBarStreamType enum
to a separate header, and rename it to CcStreamType. And also
pass the stream type to the volume slider.
In CcVolumeSlider, update the code to switch to the correct
mute icon depending on the stream type.

This was meant for bgo#695885 which has stalled for a while, so this
feature has no in-tree user. This commit removes it for now, this can be
readded when users for it materialize.

Add a class method to CcPanel to get a GOptionGroup which will be added
to the main commandline parser. This gives panels the chance to have
commandline "--flags" in addition to the already available parameters.
This changes changes the way parameters are passed to panels: the first
entry in the GVariant array is always the a{sv} dictionary of
commandline flags, followed by the remaining free-form arguments.

By using a GVariant of type "av" we can potentially pass more structured
data to panels, which will become relevant with the ability to invoke
them by GAction-based DBus-activation introduced in the following patch.

This makes loading faster, with less I/O, avoids unnecessary
code duplication (around 1k lines shaved), and ensures that
all the panels link and work appropriately.
By the same token, it will stop external panels from being
created, and loaded.

The initial small size is due to a 'Connecting to sound system..."
label that is shown for a split second before the real UI comes in.
Better to just not do that, I think.
