network: Use better labels for the peer row
Namely use three dots for the options button as it opens a label,
and use Remove instead of Delete, as Remove is already used and has a translation.

Adds support for managing WireGuard VPN connections:
- Listing WireGuard connections as VPN connections
- Toggling connection state
- Creating, updating and deleting WireGuard connections
- Creating, updating and deleting WireGuard peers
- Importing WireGuard config files
