As per comments on Usability@gnome.org:
* Removed "Apply theme" context menu item
* Made themes apply when you click on them instead
due to incorrectly generated .server files.
This makes the property page visible again, which is cool, which will make
everyone file bug reports about how bad it is, which is ... less cool.
Check bugzilla first. I know.
