This makes sure the focus is immediately on the GtkFileDialog instead of
the CcAvatarChooser behind it. This was already added in !1685, but was
accidentally removed in !1822.

the transient parent for the dialog was wrongly set to
its own window, causing following g_critical message:
Gtk-CRITICAL **: gtk_window_set_transient_for: assertion 'parent == NULL || GTK_IS_WINDOW (parent)' failed
GTK assumes that a widget will be created for a flow box item. So always
return one instead of falling back to returning NULL. This can primarily
happen if an image loader is missing.
Currently user can choose avatar only from local files.
This prevents users from loading a file at a remote location.
Changes made include:
1. Setting local-only property to false in `cc_avatar_chooser_select_file`
2. Getting file uri and creating a GFile from it.
3. Reading the GFile into an input stream.
4. Loading image from this stream.

We already had the machanism to show/hide the button based on the number
of camera devices detected. We were just not checking for that at
startup.

This patch provides an easy way to override default faces using
org.gnome.desktop.interface.avatar-directories settings configuration
that can be used in gnome-initial-setup too so downstream can override
default avatar faces without the need of a patch.

The `round_image()` function has the `icon_size` parameter, which is not
used by that function, because the size is determined from a pixbuf size.
Let's remove that redundant `icon_size` parameter.
Default set of avatars uses 512x512 currently. However, custom avatars
from file, or webcam are always scaled down to 96x96. Let's increase this
also to 512x512. This change should be safe, because theoretical maximal
file size is 1 MB, which is equal to accountsservice limit.
