Matthijs does an outstanding job contributing to various aspects of
GNOME Settings, and has agreed to be listed as co-maintainer.

I'm no longer engaged enough to be a maintainer so it's best to make that clear.
Still happy to review and be involved if others need it!
This is a great project and if you want to be more involved in GNOME I'd recommend it.
I was going to drop the panels that are now subpages of the Privacy
panel, but I just figured I better just claim "General" rather than
list about half of the GNOME Settings panels.
With 07d8abc1d5 I am now the most-active maintainer left, so I'd like to
make sure that I am *seen* when important discussions happen.
While this shouldn't make any difference in practice, from my past experience,
I will be left with the responsibility of maintaining old-stable branches and
working on fixing issues introduced by now-inactive contributors. For this
reason, I think I should have a say on most of the non-trivial code that gets
merged.
It is important that potential contributors know who
they should get in touch, who is supposed to review
their work, and maintainers to know how they should
introduce changes.
Thus, this commit documents the current maintainers
together with what they maintain, and the workflow
between maintainers as well.

The maintainers listed there aren't maintaining it anymore,
and shouldn't be pinged about Settings. Please let me know
if any of you want your maintainership status back again.
