Matthijs Velsink f612db0d49 meson: Bump goa version to 4.51.0 and add wrap ...

We require 4.51.0 already to build settings, but only CI was updated to
reflect this, not the dependency version itself.

To make building Settings easier, we add a fallback wrap.
